always send a reply to a request
Previously, we were only looking at data >= 12 bytes (a full header). Now, we
do the work already when we have >= 4 bytes. For smaller 4 bytes, we also sent
a reply (eventually with a zeroed-out ID). This is especially useful for DoH.
