Build History for pull/110

Require OCaml 5.4 in dev - Acknowledge some small formatting tweaks for cmdliner with 5.4 & deps.

Run volgo-tests only in main CI (-more-ci)

Add alpha repo pending compatibility packages I think this is only for bisect_ppx at the time of this commit. The plan is to comment out this part once this is no longer needed (like the lines below it).
